How do you make dreads like that? Are those crochet dreads?

I need someone black to explain to me how dreads are made. Last week I went to a barber to get me a haircut similar like pic related, but I'm not sure if what she did was how you actually make dreads. I don't live in america, there aren't many blacks here and I have the feeling haircuts like this one are an american thing. But we only have africans here. That's where my concerns come from.

I sat there for two hours while she put a large amount of hair wax in my hair and twisted them section wise. At the end I just had chunky bundles of hair that didn't hang at all, although my hair is around 11cm long (4.5 inches). It was like stiff in the air. She then told me that if I want it to look like the pictures I showed her I need to retwist my hair with hair wax daily. At some point they will be more defined and will start hanging and whatever

Did she bullshit me? I just don't see if that's actually true and that also sounds like a lot of work

The dirty stereotype isn't true with black people. Their locs can be kept clean because it's much more natural. White people on the other hand need to keep their hair dirtier to let it mat together and it's just nasty.
