In the first pic the guy is wearing levi commuter cargos. They're treated to be water, dirt and odor resistant. If that isn't tech then I don't know what is. The t-shirt is probably just cotton, but it could also be merino wool. Most running shoes are probably made from some synthetic quick-drying material, but if the whole idea of techwear is performance and resistance to elements then running shoes would be well suited for running. All in all his fit seems designed to wick away moisture, dry quickly, or resist dirt/moisture. It looks casual as fuck, but you don't have to be full on urban stealth street-shinobi to be techwear. Most hiking/camping gear is tech by default but looks rather plain.

The second pic the guy is wearing a hard shell jacket (water/wind resistant) and what appears to be soft-shell pants that are probably water resistant. I don't know what kind of shirt he is wearing but assuming that's polyester or merino wool that works too. The only thing that really seems out of place is the maybe the hat and socks which could be wool.

Guy pictured here, i don't know where i found/bought this bag, and there is unfortunately no tag in it. I think you should just look for late 90s and early 00s hiking backpacks.

They are from and wander. I don't know if they still make this exact model though.

Yes. There's a strong /out/ vibe associated with it.
