New to /fa/ and want advice for eyeliner. I'm trying a new simple look of just foundation/concealer, black mascara, and vibrant navy blue eyeliner w/o eye shadow; my eyes are blue. I'm having difficulty finding a good eyeliner. Requirements are:
Hypoallergenic
No paraffin or similar
Not a pencil(self sharpen twist pencil is fine)
No smudge
Made for oily skin
Waterproof if possible
High pigment
Will not fade
Around $25 at most

Bonus points if it comes with a smokey eye smudge eraser if it's a twist pencil type.

Pic related is the color I want. A little brighter is fine, but not too much darker. I want it to be obvious its blue, but not technicolor or look black.
