Is it better to change ones lifestyle by eating high protein and low calorie foods as well as excercising more ( particularly cardio) than fasting, as you're put into a constant calorie deficit that is easy to maintain?

I'm unsure about doing starting strength because ,right now, my legs are too fat for my liking, as they make my trousers look too blown out, And I hear that starting strength increases muscles on the thighs

Pic related is sorta my goal. what is the best course of action should I take?
