Because you can cross your legs, because the silhouette is different, it doesn't drape the same way. And, as odd as it may sound, some women aren't comfortable in skirts, don't fee like showing off a lot of leg, but want something that's roomy and breezy, especially during the summer. Also, some people just like culottes.

I do agree with both of you that the wide-legged, cropped length on the kind of yoga-pant-y styles that were posted above are terrible because they usually instantly feel cheap and cling in the wrong way, but woven versions almost always do it for me if the proportion's good.
