A chronometer is a watch that passes the criteria in iso3159. It is a 15 day test in five positions and three temperatures. The watches have to pass criteria in average daily rate, max deviation in a single position, max deviation between any positions, deviation between dial up and dial down, temperature variance, and rate stability between the start and end of the test. That spreadsheet is the results from the iso3159 testing I did on my collection last year.
