in an of itself, it does not.
as far as fashion is concerned, with the exception of a few groups who have history stretching back from before our labor diaspora, america has a glut of the skills needed to compete with the rest of the world. while it wouldn't be impossible to produce at the level and discipline as couture with american staff, it would be pretty difficult to find them and get them under the same roof.
