No, this is a common myth.

The sistem 51 movement (c10.111) can't be regulated. Its rate is set at the factory using lasers to adjust the inertia of the balance. This movement is also found now in the very lowest end mechanical tissots.

The powermatic (c07.111) is different. The powermatic (across all Swatch brands, including Tissot, Hamilton, and others) has adjustable weights on the balance arms that can be used for regulation. It is a free-sprung balance, so regulating it is more complicated that just moving a set of regulator pins, but a competent watch maker could certainly do it.
