Essentially yes, its about the whole outfit, usually your taste/style dictates what items youre interested in BUT you need to wear these items appropriately e.g. you dont wear a graphic tshirt with a peacoat because you think itll make your outfit classier.

Spend a lot of time researching and developing your own style, it takes a lot of time but itll save you a lot of money, ive wasted a couple thousand on clothes that I ended up reselling/donating/throwing out because of impulse purchases.

If you want to dress 'vaporwave', get some inspiration from live sets of artists youre interested in, check out the artist's fit, the audience's and so forth.
