it's always been a "thing", just came back in style hard, assume because thick brows are in and it's a mini revolt against insta-brows, while still staying thick

pic related is j.crew, so obviously a thing if they're doing it. it's clear brow gel/mascara to brush the hairs up and create a bushy look
