Id say cut the sides shorter and let the top get a bit longer.

What I do is use some really light hold foam and spread that through my hair while brushing it all forward. Then I /lightly/ use heavy hold gel and start pushing the hair forward and straight up. Not really worrying about shape just yet, only worrying about getting the roots pointing in the right direction. Then I blow dry it to fluff it into the style I want. Sometimes it takes five minutes, sometimes 25, but it will finally flow right eventually. Then I take super strong paste, only a tiny dab, and put it through the roots only. This is most important on the very front to get it to stand up like that. Hair spray optional after that, I personally don't use any to keep my hair bouncy. It will droop a bit, but it can usually be pushed back in place or use a bit more paste.

My hair in the picture is honestly too long so it looks a little silly, but you can see the basic idea.
