You can remove fabric but you can't add fabric unless the seam allowances are larger than normal

So if you're thin, it is easy to take in the sides or the inseam and then cut off the excess fabric.

But if you're large you can't really take a smaller garment and make it larger unless you inset panels of matching or contrasting fabric, depending on the look you want, you can make it look like a bustier or like stripes on a pant leg but it is risky and can look Do-It-Yourself/Homemade which is not bad if you're a hipster but it isn't an elegant or finished look for most people.
