Korea is also an extremely groupist society, so failure to dress to the norm or dressing to stand out is frowned upon and discouraged. There is no creativity and most people just dress to "be on par" with the norm, not well dressed, not poorly dressed. That is why you see more "fashionable" Korean people, yes I will admit that Koreans on average care more about dress and appearance than other cultures. But it's a very shallow level of fashion and dress, there is nothing truly "fashionable" about the motives behind their dress. Japan has far, far more well dressed people and innovative design being produced than Japan. It's not even comparable. Go ask any respectable person who works in the fashion industry about Korean fashion vs. Japanese fashion and they will likely answer along the lines of "Japanese fashion is incredible, I don't know anything about Korean fashion".
