Yes, we call them that because their earlier version was arabic, but the modern or western "arabic" numbers is basically what happened when the italians got their hands on them.
The classic "arabic" numbers have mostly fallen out of use.
Eastern Arabic numerals like the ones on that watch are mostly found on watches and clockfaces in Iran, Pakistan, Afghanistan and in some areas of India, as well as Egypt where they better caught on.
