1) your pic related aren't puttee's, those are canvas leggings or canvas leg wraps

2) they used wool puttee's in WW1 cause of how muddy the trenches were and it was cheaper to throw away old wool puttee's then expensive canvas leg wraps, and wool puttee's were much easier to wash and clean than canvas leggings
