If you learn color theory and how it works you will be able to match things much better.
That said I think I saw a chart of exactly what you are looking for on realmenrealstyle but can't find it with a cursory search. That guy is kind of a dope and is bought and paid for by sponsors but a lot of his earlier advice is excellent.

Things you need:
1) understand colour theory and what colours work together
2) figure out a style you like, maybe multiple ones, just bee yourself
3) understand sillhouette, what your clothes can say about a person, proportions, flow, and tailoring (not saying you need to learn how to do it but getting your mall shit altered by a Tailor can make you look very sharp for very little money)
4) dress according to your lifestyle: "dont wear a tuxedo as a farmer", think about how much you can; are willing to spend on clothing, build a wardrobe with consistent basics and a few statement pieces

youre the one who needs help:
1) Learn colour theory
What you posted is a colour wheel with not structure or hamronie chart, practically useless
2) Find your style
This is the part that takes the most time, do research, experiment, try out new styles, etc, until you find something youre comfortable with and where you know what youre looking for, also consider the economics of your hobby as you cant just buy 20 new pieces every other week because you think you "found your style" again
3) Know your body
Know what makes you look taller/wider/prettier/more masculine/ more gay, whatever it is you want to convey or express, you let your outer appeal talk for you, also get fit
4) Silhouette
Proprtions, Flow, Structure are very important aspects of your oufits, im not going to explain to you what these mean but you should be able to figure these out, basically tieing everything together into a coherent and aesthetically pleasing fit

this doesnt help with brown x black combinations but its something you should get into for a start if you want to get into fashion
its not as hard as it looks, look at Color Harmony when picking your outfit
What you wore in your pic related is too flashy and as too many contrasting colors, which isnt bad, with the black and brown however, it makes your outfit eyecancerously flashy to a point that you have people talking about your terrible outfit
Nobody wants that to happen
