It's a much more complex emotion than simply being 'turned on'. Getting turned on can be a by-product of the experience for me, but more often than not it comes out as a unique form of admiration, a signifier of intelligence and depth. Granted, this is assuming the outfit meshes with my own sensibilities in some significant way, but a successful attempt in any direction will probably have me paying a little bit more attention than usual.
