Start with a program that lets you lay out sounds in a 16 step grid program like FL, then move to an older piece of gear when you feel comfortable with the concepts. Or just stay with computers. I prefer gear only, because it doesn't crash or get hardware conflicts, it's portable and its tactile.
You can probably get your bearings on an old MC505 for a few hundred dollars.
