There isn't a strict dictionary definition. There was a point where date windows and probably even center seconds were considered inappropriate for a dress watch. As dress standards have laxed so have watch definitions. I wear a Casio when I wear a suit.

I have a casio f91w for cheap shitty watch and a seiko 5 for job interviews and more formal occasions. Anything more than that is a waste of time. Hell, special counsel muellet gets away with just a casio and he wears a suit and tie every day. Truth is only fucking losers buy expensive watches in the age of cell phones
