they don't draft patterns for one garment in every size; what they do is they draft one pattern in the middle of their size run and they grade it up and down to fit the rest. so, let's say you start with a 32" waist as your median, and we'll even assume that you tag it as a 32, and you decide that you'll do a 1" grade. so you'll make a 31, and a 33, and so forth. but you're not going to grade at 1" through the entire size run; smaller people have smaller difference between their body, and larger people have greater differences. so you might only go down .75" from 30 to 29, and you might go up 1.25" from 35 to 36.

it doesn't make sense to size jeans with alleged waist sizes because it's not how they're actually sized, even if you assume that you aren't cutting easy waistbands or you don't have qc issues that make sizing an amorphous concept. otoh, it would be pretty sensical to include information on either the measurements of the garment, or the general measurements they are intended to fit; maybe you'll name a size as 1 and include the intended waist or chest size on the information on the hang tag.
