Shorts can definitely be alright with tights, it's just that the shorts and tights you took in your combo are definitely of the "skanky" sort, you know? Get darker tights and shorts that go further down the leg, probably about half the thigh down? Also, to build further on this: the boots you have currently would probably be too 'bulky'/'agressive' for the fit, so some slimmer boots would be better, maybe something lighter in color as well.
Top is fine though, but I wouldn't suggest wearing it with ^ fit. Maybe wear it tucked in to high-waist black skinny jeans, I think that would look really good.

Still, wait a while. It'll change for sure, I know mine did. If you've just started off on /fa/, I'm guessing you haven't had that big of an interest in fashion (at least that was the case for me). My taste in the beginning was sort of all over the place, and I was also really not into a lot of things of what I think looks really good right now. But yeah, the more fits and inspo you see the greater your knowledge and the better your fashion sense- shit, at some point you'll be able to call out a fuccboi/fuccgrill across the room and smirk to yourself; that's the dream doe.
