From what I gather, most guys would rather think that girls are not wearing make up at all. So the less is more route is the safest route as a beginner.
If you notice in the OP she does make noticeable her blush/redness of cheeks & largeness or focus of eyes. This is again to emphasize traits of feminine youth.
I don't know enough about make up to say for sure, but I'm betting that it translates differently to picture from real life, so maybe she is overdoing it for a certain look only seen on picture format.
