Well from what I see it just looks like a ball gown in a style of womenswear reminiscent of the late 40's and Dior's "New Look": A-Line skirts down to the ankle, often made in silk. That one in pic related looks like it isn't cut on the bias, meaning the fabric hangs off the body as opposed to drapes around it; the crumpling in the skirt gives me that impression which makes it look great imo: bias cut dresses cling to the body and accentuate the curves...definitely beautiful but very 1930's and thus a bit more dated looking.

Theres chiffon and a choker in there too...it all looks very late 70's-early 80's. I'm afraid my knowledge of womens designers isn't the greatest but Jil Sander is where I would start if you can afford designer.

Also check out Etsy: theres a ton of authentic vintage in there. Who knows; you might be able to score an original Vionnet dress. Then you just modernise the look with some contemporary accessories according to personal taste and you'll be turning heads on the street, good luck in tracking down some dresses in this timeless and stunning style!
