Yes. The sockless look is a popular TIP thing because it makes it look like you're perpetually at a fancy resort or something, but socks can be worn with loafers. White tube socks with penny loafers is a classic casual look, for when you would normally go sockless, but it's too cold out to do so. Dress socks, solid or patterned, can be worn for a business casual look, and definitely should be worn anytime you're wearing loafers and wearing a tie (be it with a suit or a blazer)
