You can leave cold liquid in a hot car all day and it will be cold when you finally open it again. Vis-a-vis with hot in cold environtment.

You're just going to have to bite it, most of the time.

For work/professional wear, just go for linen or cotton, and if you can swing it, go for short sleeve button downs, it makes a serious difference.

Dress shoes usually aren't too much of an issue, you might just not be used to the heat. It helps to have brown/tan shoes, as to not be a heat magnet, that comes with the black. But as long as your shoes are actual leather, they should be breathable enough.
