This is going to blow your mind by Cecil is actually a pretty skilled manipulator and you're a mark. I knew a guy very similar in highschool who got caught red-handed stealing cash from the school money box and managed to manipulate his way out of getting in trouble. Very skilled. He had a similar slippery and chaotic way of communicating. He was also kind of "funny" and very pathetic and often childlike. Very stupid in everything apart from manipulation. He would make you pity him and come across as harmless and then "Hey man is it ok if I leave my bag here for awhile?" "Yeah sure, no prob." Now the drugs are hidden in YOUR room and the cops and the dogs are in the building. "Whose bag is this?"

People like Cecil are very valuable assets to any fascist movement or mafia like organisation. There are plenty of guys like him in the sketchiest parts of the city. They can do a lot of business and then take the fall because they can't help themselves because they need attention. Normally they don't post on /fa/ though.
