I diluted oil paints with mineral spirits and let it drip onto the shoe. I recently added more white using acrylic and the aforementioned dripping technique.

I made an inspired by pair of MMMs out of some cheap shoes from H&M.
I used oil paint, dilluted it to thin consistency with mineral spirits and did both a combination of flicking from a paint brush and dripping.
