Would pic related be considered the exfoliating step?

So far I've been doing:

CeraVe Foaming Facial Cleanser > Witch Hazel > Stridex Pads > CeraVe Moisturizing Lotion

Just wondering if that's an alright routine. I usually do it both in the early morning around 7am and late afternoon around 9pm
