1. Cheaper to get work done as a cover-up than the laser removal
2. Less Painful to get more tattoo work than the laser removal
3. Most people still have hope of getting a good tattoo in that spot if the first one is unfavorable for whatever reason.
4. Some coverups are really good, and arguably look much better than the scarring the laser will likely leave you with.
