Patterned scarves aren't inherently fascist. They are more often worn by the individualistic/narcissistic/arrogant/elite/educated/"posh" soldiers such as pilots, officers, SS. Also by Gebirgsjäger because of Southern German culture, for practical reasons in Africa (although usually not patterned) and for simple comfort, the "badass" look or as a reminder of home by veteran fighters (also less often patterned). They certainly go along well with a fascist or military look but without the uniform, you're just going to look like a French fruitcake.

When are we going to see the neckscarf again?

It looks incredibly suave, especially when paired with something like a raw silk OL shirt or a totenkopf pin.
