Any of the above. You message the artist, or ring the studio and say you want to book in with the artist. If you haven't picked an artist you can message the shop the idea directly and they'll pick someone (usually whoever works in the style you want).
Read their instagram or facebook and see if they have a preferred e-mail for bookings.

Email or facebook is best because it allows you to send the reference images easily. Send as many reference images as you can get your hands on. More is better if possible. Obviously don't be sending like, 20 images, but for this one I sent 8 images >>12796354. Also send a shot of the area you want it in and try to give an idea of the size. If you haven't decided that either you can ask the artist.
