The bezels aren't ever really specifically Amphibian bezels except the ones with a lume dot. Komandirskies are actually rather water resistant, using the same compressor construction on the back and crown, I think the only realistic difference is the crystal. The old lume is typically brittle, especially on the hands.

I have like a dozen Vostoks on hand currently, and a few other Russians.

Try locating a for-parts watch with the same case. I think they came as a standard model, or one of the other models might have the same diameter. They're ugly and typically cheap.

The minute hand simply came loose? Assuming that the movement isn't broken, any place should be able to fix it easily; mechanical, Russian, or not. It only requires a cheap case wrench, and a hand puller. You can also improvise both.

Just open the watch. Press the button above the stem with a pin or toothpick and pull out the crown. With the movement free you can remove all the hands or just the seconds hand and loose minute hand, then reseat them making sure they are aligned correctly. Press the button while inserting the stem and close up the watch.

If the movement is actually faulty you can buy a brand new one and replace it with basically the same process as above but with unscrewing the dial from the old movement. For the same price you can also just buy another vintage watch. This is likely cheaper than going to probably any mechanical repair shop.
