Creativity in mens fragrances fell off the cliff in the late 90's, before the influence of bloggers, websites and youtube. The aquatic boom was more detrimental to men's fragrances. Take Bvlgari for example, through the 90's they were able to produce high quality tea based fragrences, the development of which, whether you like them or not, were not determined entirely by market forces and lowest common denominators. Then in the late 90's they started producing generic aquatics and boring frags.
The impact on restrictions on popular ingredients (oakmoss, ambergris) and the dominance of dull boring ingredients (iso-e) can't be underestimated. its like restricting the colors an artist can use and replacing them with grey.
