I think you should see a dermatologist. hyperpigmentation is hard to treat on your own, especially if it's "severe". considering its location then you should seek professional help in order for you to not fuck things up. you should btw really see a doctor if you have an ongoing... infestation.

check images for "closed comedones" and check if it's what you seem to have. way more common than heat bumps. BHA/retinoids are commonly used to treat that.
