a low quality spray can be annoying (encre noire comes to mind, the tauer sprays are also not that good imo), it's not that surprising by BI or other Essential Parfums frags, their main focus is always the juice and they might opt for cheaper "parts" elsewhere to keep the the value high (and the price down)
