That's subjective. Black looks good to me and fits well with the versatility of an every occasion piece. I like cream dials with colorized hands on vintage style dress watches plenty though.

Impossible to tell. As others have eluded to, it's all about the man (or woman) wearing it. It's less about budget than personality. If I wore an expensive piece people would probably wonder if I was having a mid-30s life crisis because it's not my style. On the other hands I have friends who ran out and bought a 5k-10k watch with the first real career promotion that allowed them to comfortably do so and for most of them, the watch is fitting (not in a bad way). Find your style and then find a watch that compliments it. If you're the type of person who is worried about someone's impression of you based on the vehicle you drive, clothes and watches you wear, etc...a luxury watch might be fitting. Again, not a judgement on those who prefer that look/lifestyle.
