Stop. Hot water fucks with both hair and sensitive skin zones (namely, the face). Use room-temperature water when bathing or at a sink, and clear off with cold water.

You can wash your hair daily. You don't have to stop washing it in fears of losing sebum or whatever else. Just don't be abrasive/scratchy with your washing, and don't use shampoo all the time. This is probably one of the big reasons you have acne--you're leaving tons of oil in your hair that you rarely clean out.

You're probably roughing your skin up too much. An exfoliator can be had for >$20. Then you only need the exfoliating product to accompany it. I don't know how well this product will work, but I like Aveeno, it's relatively cheap, and the ratings are decent: ttps://www.amazon.com/Aveeno-Positively-Radiant-Brightening-Exfoliating/dp/B0000632EN/ . Maybe you can find it in greater quantities for a better total price too. Just take care of your skin--you have some Patrick Bateman face potential you'll be wasting otherwise, and it can all come from a cheap investment.

I already mentioned what you should do with your hair in my post. Once you've done what I've suggested, you can palm it back, do a hair tussle in your bangs (effective because of your wavy hair), et cetera. I don't kept a lot of reference pictures, and I can't find them right now anyway, so you'll have to make do with my written suggestions. Once your hair is cut properly, you'll be free to explore styling yourself.

Grow it longer at the top. Fade the sides, block the nape. Style it however you want. Think about sideburn length (I can't decide on that for your face myself).
