I really like Zazzle, myself. The interface is really intuitive and easy to use.
The only issue is if you want to put stuff on sleeves or anywhere other than the front/back.
You could probably get away with the licensed character thing. Sellers on Etsy and custom clothing sites do this kind of thing all the time. But if you don't want to run the risk then on Zazzle you can simply save the designs you like and order them later.
