So what? Good dial hands are actually very tricky to produce so having specialised firms makes sense. Because of how the watch industry evolved in Switzerland components were always build that way. Hell its how most products are produced in the world today. Only the final build stage happens 'locally'. The Japanese had no other choice. If they wants to produce hands they had to do it themselves, there was no pre-existing watch manufacturing industry or history.
