I think this picture is a good example of how japanese use not just their clothes in their outfits but their hair, makeup and accessories too. The big pikachu tail (? yellow thing) along with the other charms hanging off her bag help add diversity in her outfits colour scheme. Her hair and face makeup do this too, though she mightve gone a big overboard on the foundation to make herself look pale. Looks fine with the white top half and blue bottom half
