Cause it's the color of steel. People like steel for watches, high grade finished steel can be as smooth as silk to the skin. It's not about wanting it to be silver, it's just steel. Also, it probably reminds us of medieval swords.

There's also the element that any different colored / material comes across as tacky, ugly or shitty. Rarely if ever have I seen a good looking non-steel-non-gold watch. There is platinum which is more of a white than a silver color but obviously super pricey.

There are plenty options aside from resin and plastic. Ceramic is one. There are full blown cases (and even bracelets) made from ceramic, and that can be any color you want. I don't know precisely why this hasn't caught on, possibly because it's too avant garde for Rolex and Omega. Also, ceramic has some downsides, on one hand it doesn't scratch but on the other it can shatter when dropped. That's a big turn off to most people. Shattering is far worse than scratches because a shattered case would basically mean you've destroyed the watch and it's now worthless.
