When I googled it the google highlights seem to think that military people do it when they are not in uniform to signify that they are military? I've never heard of that before and it sounds really retarded. Everyone knows a guy in the military that's not in uniform will tell you he is or was in the military, they don't need a watch to vaguely imply it.

Also, the first time I saw this style was when I was a child watching reruns of Gilligan's Island. I guess Gilligan was a military man? What branch? Army sounds right.
