Don't take modelling seriously, if you do you've already lost because you're doing it for a means, rather than it being a means in itself.

Get in contact with some local agencies, check them out first. If you don't live in a capital / near a fashionable city it might be worth contacting some further away. My agency is London based but they have people from all over Europe.

Don't always try the big agencies, some smaller unknown ones are great too, and for one they will definitely look at your application.

Best advice for actually applying is to send a topless photo of yourself profiles, front and both sides. Don't just take it of your face, take it of your whole body and add some of you posing, act natural in your poses like i always lean against a wall and that seems to work fine.
