Is there a way to cut thick (in volume/density), very fine hair that isn't a pompadour?

If I get it faded or cut very short, it's so fine it just stands straight up into like a shitty white kid afro until it gets longer and get some weight and I hate it.

I'd like something that just kinda hides my scalp/sits on my head. (pic related)

Right now I have down to my neck long hair, and it's a mess to do anything remotely athletic, but if I cut it I have retarded spikey hair.
