Seiko has never made a watch with close to that accuracy. Only citizen has, and only this year. Best seiko is 5spy, of which they've made 7 movement families.

As a side note, that logo means it's a single quartz.

Very nice piece btw, especially the texture of the dial.
The other day I was eyeing a blue king quartz on ebay, but it went for a bit more than I'm willing to pay for a quartz.
