It's strangely uncommon in America, yet when you go to places like Japan or South Korea, fringes/bangs are even more common than the mostly complete forehead revealing hairstyles we have over here. What exactly makes current East Asians so much more likely to wear their hair down, while Westerners seem to almost always wear their hair off-their foreheads? I prefer fringes, and as a man, I even wear my hair down most often, like a side-swept Caesar, or somewhat longer. Fringes were a big deal for Westerners during the 1960s, 1970s, 1980s, and even the early 1990s, though. After some point, women, particularly, almost always favored center or off-center parted hair showing most of the forehead, or a more combed back hairstyle. About the most significant modern Western singer I could think of that sports fringes regularly, is Taylor Swift.
