its a thin fabric that slides along the outer fabric. It prevents the outer fabric from clinging to the body, i.e. helping to hide pokies (a little) and cameltoe (more effective). It also makes the swimsuit less sheer.

Cutting out the lining makes the swimsuit appear 'painted on' and see through, especially when wet.
