So on a whim of poverty fashion, I decided to get a cheapo $13 watch at Walmart it is a George Acutime and I have a quick question.

The two pushers don't seem to move at all, which leads me to believe that all 3 Subdials are just for show.
But what is the top dial supposed to be?
