Im not sure if that's true in the 60s. The accutron was a huge commercial success; even if it was fairly specialized I think it's fair to say that it was not rare.

As >>13971268 said, getting a mechanical watch that precise is still a question of a combination of luck of draw on parts and tons of hand adjustment, which isn't cheap. Rolex's achievement of making a million watches a year specced at 2spd is a staggering one.

That said, to be fair, advances are being made. Zenith's new oscillator is a fantastic technical feat precision wise and should be capable of mass production. Citizen is pushing the limits of quartz precision with their new 8mhz watch. Hoptroff released a cesium-regulated production watch line. But it's true no one (besides Rolex) is investing in producing high-precision traditional mechanical watches at scale.
