Okay, here we go:
Wearing black/brown/tan leather dress shoes or boots? Then wear a matching belt. You don't have to get an *exact* match with a brown/tan, since the belt and shoes are fairly far apart and it would be very hard to tell.
Wearing cordovan leather? Again, wear a belt that is the same shade or similar.

This belt matching rule only really applies to black/brown leather non-casual shoes.
Red/blue sneakers? Please don't wear a matching belt. It would look silly.
